19. Insert 2nd story to 1st story a little following the arrow direction of the step #18.   Prepare to rotate the origami pagoda model by 90 degrees.

20. Rotate the origami pagoda model by 90 degrees.   Make sure that two flaps inserted into each pocket.   Prepare to rotate the origami pagoda model by 180 degrees.
