21. Unfold two previous valley-folds of the step #20.   Prepare to apply two "inside reverse-folds" .

22. Apply two "inside reverse-folds" of the step #21.   Prepare to apply a mountain-fold and then a valley-fold.   When you apply the mountain-fold, make sure that the folded layer should be the bottom-most layer.
