Unfold the previous valley-fold along the diagonal line.

Prepare for two valley-folds.

These two valley-folds will divide the bottom-right corner of 90 degrees into four sections of 22.5 degrees.

Apply two valley-folds of the step #3.

This is called "kite base" since the shape resembles a kite.

Prepare for a mountain-fold.
